Mr. Isaac Minicus
ENBDC Board Chairman
Isaac was appointed Executive Chairman of ENBDC Group of Companies by the sole shareholder, East New Britain Provincial Government, on 21st March 2018.
Isaac brings to the Group more than 40 years of professional experience gained from various senior executive management roles he held in the finance and banking industry, commerce and industry and professional accountancy practice . He is also a successful private business owner and manager.
Isaac holds a degree in the Bachelor of Accountancy from the University of Technology in Lae, Papua New Guinea plus Attainment Certificates in ANZ Corporate & Middle Management from Sydney and Melbourne in Australia and Post Graduate Certificate in Project Financing, Syndicated Loan Finance, Asset Securitization and Advanced Project Finance from Euro-money Institute of Finance in Singapore, Hong Kong and Thailand. He is a fully pledge Certified Practicing Accountant currently affiliated with CPA PNG.
Mr. Daniel Rolpagarea

Mr. Donald Rolpagarea was appointed to the ENBDC Board of Directors in January 2019. He was appointed Papua New Guinea’s State Solicitor in 2013.
He holds a Master of Laws from the Australian National University, Certificate of Training from PNG Legal Training Institute and a Bachelor of Law from the University of Papua New Guinea.
He has also attended Certification Programs in a wide range of areas in Mining Development, Environmental, Human Rights & Community Participation, Petroleum Mineral Law from the University of Dundee, Scotland; Intensive Advocacy, Alternate Dispute Resolution from the Victorian Bar, Australia; Designing Effective Legal Frameworks for Problem Banks and Banking Crisis from the IMF’s Regional Training Institute in Singapore.
Mr. Levi Mano

Mr. Mano was appointed to the ENBDC Group Board of Directors representing the East New Britain Provincial Government. He is currently the Deputy Provincial Administrator – Social & Economic Services since being appointed to the position in 2005. He began his 28 years of service to the East New Britain Provincial Administration in 1990 as an Education Extension Officer; 1992 as an Economist; 1993 as an Economic Planner; 1995 as a Provincial Planner; 2000 as Advisor – Planning & Research.
He holds a Bachelor of Economics Degree, Post Graduate Diploma in Education and Executive Masters in Business Administration (MBA) from the University of Papua New Guinea. He also holds an International Post Graduate in Integrated Rural & Regional Development Planning from Rehovot Study Centre, Israel.
Mr. Ellison Logo William Pidik

Mr. Pidik was appointed to the ENBDC board in first half of year 2023.
Mr. Pidik was formerly the Assistant Governor, Financial System Stability, Bank of PNG, Managing Director, Kada Poroman Microfinance Ltd, General Manager, Coffee Industry Corporation, Senior Manager, Financial System Supervision Department, Bank of PNG (BPNG), Manager, Superannuation & Life Insurance, Financial System Supervision Department, BPNG, Manager, Surveillance (Off-site Supervision), Financial System Supervision Department, BPNG, Manager, Policy & Regulations, Financial System Supervision Department, BPNG and Research officer on BPNG Quarterly Economic Bulletin, Research Unit, Economics Department, BPNG.
He have strong and effective leadership traits, organizational management experience; chairmanship and directorship experience of boards and high level meetings with background of good governance, leadership, high performance oversight and other general board directorship responsibilities.
He served the Bank of Papua New Guinea as a career Central Banker from 1988 to 2007 (19 years) and then as Assistant Governor, Financial System Stability Group, BPNG for 10 years from 2013 to 2022, until unlawfully terminated by the former acting Governor of BPNG at the end of December 2022. This matter is now before the National Court and I have confidence that I will be vindicated by the Court.
Between April 2007 and March 2013, he spent 6 years in the private sector to grasp practical working experience that is essential to enhance policy and regulatory formulation for both central banking, monetary, economic and the financial sector, which is important to enhance living standards of ordinary Papua New Guineans.
He was a member of the executive management team of Governors in the Bank of Papua New Guinea responsible for oversight in the formulation and implementation of Monetary Policy, supervision and regulation of the financial system, oversight over the National Payments System, formulation of the Central Bank annual operational & capital budgets and governance of the Central Bank operations, both in Port Moresby and Lae.
He studied Master of Business (Finance), University of Technology, Sydney, Major Corporate Finance & Banking (1997 – 1998) and Bachelor Degree in Economics, University of Papua New Guinea (1984 – 1987).
Mr. Laurie William

Mr. William was appointed to the ENBDC board in first half of year 2023.
He is the Executive Manager with Pacific Industries in Rabaul, East New Britain and also the current Board Chairman of National Fisheries Authority.
He is an experienced Sales Manager with a demonstrated history of working in the Food and Beverage Industries. Skilled in Budgeting, Food & Beverage, Fast-Moving Consumer Goods (FMCG), Sales, and Key Account Development. Strong sales professional and studied MBA at Torrens University.
Mr. Charles Alois Balar

Mr. Balar was appointed to the ENBDC board in first half of year 2023.
He is a Private businessmen and Community leader well respected in East New Britain Province.
He is involved in Forestry and Agriculture in the province, supporting communities. He owns a Real Estate Company involve in Agriculture land development, residential and commercial development.
